The opening address was delivered by Cardinal José Tolentino de Mendonça, Prefect of the Dicasterio para la Cultura y la Educación of the Holy See.

A meeting with representatives of the secular cultural world was also held in Praia, Cabo Verde. Participating on behalf of the Pontificia Comisión para América Latina (PCAL) were RICUPO/CELAM, the Archdiocese of Manaus, FIUC/Catholic University of Portugal, and the Dicastery for Culture and Education.
